Caribbean Examinations Council Project Client: Caribbean Examinations Council The Caribbean Examinations Council (CXC) provides curriculum and measurement support to participating countries for reform of their education sectors and to underpin the three major certificates, for which CXC processes more than 270,000 entries each year:
Caribbean Certificate of Secondary Level Competence (CCSLC)
Caribbean Secondary Education Certificate (CSEC)
Caribbean Advanced Proficiency Examination (CAPE)
The project involves providing support over two years to CXC, in particular to the Measurement and Evaluation Division, to help with strengthening the exam system – working to ensure procedures are compatible with international standards, developing staff capacity to operate those procedures and document and publish the processes and associated guidelines. Undertaking the work will begin with an assessment of need of both the system and people. A development strategy will then be developed, which will include training programmes and documentation. The project involves a high level of collaborative working – both with the Chief Executive of CXC and with the Education Section of the Commonwealth Secretariats Social Transformations Programmes Division.

Report on applicability of the Recognition of Prior Learning (RPL) to Wales Client: Welsh Assembly Government / Department for Children, Education, Lifelong Learning and Skills (DCELLS) The project will produce a report and draft consultation paper on the future use of recognition of prior learning in Wales using the Credit and Qualifications Framework for Wales (CQFW) as the means of recognition, accumulation and transfer of achievement. The paper will focus on the efficacy of arrangements for assessment of formerly unrecognised skills, knowledge and competencies toward recognised qualifications and credit achievements which enhance employability.
The current economic situation requires that Wales remains competitive as a location for indigenous and inward investment. There are key industries where changes in materials and manufacturing techniques, cyclical change and future sustainability issues require the workforce to be appropriately skilled and adaptable to face new challenges. In this context, this project is to identify the current and potential future contribution of Recognition of Prior Learning (RPL) to employability and adaptability, and to make recommendations to maximise the use of RPL in Wales where appropriate.

Open Source Schools Open Source Schools has evolved from among a community of educators and technologists who want to share their knowledge, experience and insights of using open source software in education. It is both a community of open source practitioners and a website.
The website provides a rich source of information about open source software contributed by members of the community. This includes insights and experiences about the benefits and challenges of using open source set out in case studies, articles and blog posts and through discussion in the forums. There is also a directory of open source applications.
Throughout the two year project a number of face to face events were held enabling the community to grow and members to share their experiences of using open source software.
Post the election and post Becta, Open Source Schools began to make new plans to ensure that the community was able to respond to the changing educational landscape where the benefits offered by open source were becoming ever more important.
An informal steering group, formed from among core community members, agreed to work together on a voluntary basis and a number of tasks were identified. For its part, AlphaPlus offered to continue to host the website and to make some funds available to support the work of the community in these early stages. Currently the steering group is planning a conference for senior leaders in April 2011.

A Level and GCSE Evaluation Client: QCDA · This is a large 4 year evaluation (2 in the case of the reform of A Levels and GCSEs) which involves considerable desk and field research activity as part of the mixed methods research activities. The project’s objectives are:
To investigate the impact of the changes to A levels and GCSEs as part of the wider 11-19 reforms, including manageability for learners, providers and awarding bodies
To assess any changes in stakeholders' attitudes to and understanding of changes to A levels and GCSEs, using baselines established by CREST and ABDA data. Stakeholders include learners, parents/guardians/carers, teachers, employers, further education, higher education, awarding bodies, teacher unions, subject and professional associations, and workforce development agencies
To understand modifications and challenges to A level and GCSE specifications and assessments as a result of the changes, and the effects those changes have had on the qualifications' delivery and outcomes (such as the organisation of content, the coherence of specifications, the timing of assessment)
To consider potential or actual obstacles to implementation as they arise, including issues relating to continuing professional development (CPD) or resources
To assess whether changes to A levels and GCSEs are producing their intended benefits (more fit for purpose assessment and improved participation, attainment and progression). |

Evidencing ICT standards for FE teachers undertaking professional formation Client: LLUK AlphaPlus was commissioned by LLUK to undertake a feasibility study to explore how personal skills in ICT might be evidenced, identify the implications and potential impact of evidencing ICT skills, and make recommendations as to what might be required in terms of resource planning, quality assurance and the timescales involved.
The need to evidence personal ICT skills is in the context of FE teachers seeking to gain professional formation and subsequently maintain their professional status through ongoing CPD. As part of gaining qualified teacher or associate teacher learning and skills status, it is a key requirement for teachers to evidence personal skills in literacy and numeracy. Lifelong Learning UK (LLUK) was originally funded by BIS to develop a guidance document to inform teachers and employers about what they should do to meet this requirement and what evidence they should provide.
This project built on the prior work by LLUK in relation to Literacy and Numeracy and involved consultation with a wide range of FE stakeholders, including ITT providers, colleges, unions and professional bodies. |

e-Assessment Landscape Review Client: Becta This project undertook a broad ranging review of e-assessment activity in the UK and was a key element in the implementation of Becta’s strategic planning in e-assessment and for engaging, supporting and guiding a range of policy makers, suppliers and practitioners.

Mapping Applied GCSE qualifications to the Creative and Media Diplomas Client: QCDA · This project looked at the Applied GCSEs across a range of AOs that occupied the same curriculum space as Creative and Media Diplomas (art and design; theatre studies; performing arts). The result was a briefing document to inform QCDA of the extent of the duplication and the likely effect of removing or keeping each GCSE.
The project maps the content of selected applied GCSEs against the principal learning content of the corresponding Diplomas to establish:
where the qualifications have areas of overlap
what gaps in topic coverage exist between the applied GCSEs and the corresponding Diploma principal learning and the significance of such gaps
where applied GCSEs could be used as they stand to complement the Diploma provision
how easily learners studying the current suite of applied GCSE programmes could progress on to Diploma lines of learning
what, if any, changes would be required in the future to the content of the applied GCSEs (or the Diploma principal learning) to achieve full alignment.

Personal Learning and Thinking Skills Study Client: QCA AlphaPlus undertook research and analysis of how best to incorporate Personal Learning and Thinking Skills (PLTS) in the new apprenticeship frameworks.
This QCA-sponsored project involved reviewing and evaluating options for including PLTS in the Apprenticeship framework. The initial consultation work was completed in four weeks to November 2008, with the project being extended by QCA to include an evaluation and modelling of options in January 2009.
The consultation and review work was undertaken with Sector Skills Councils and Awarding Organisations. The consultation consisted of four workshops at which focus groups were held to discuss six options for including PLTS in Apprenticeships. AlphaPlus was responsible for recording these groups, analysing the information obtained and writing the final report and recommendations to QCA. Part of the methodology for the project was to ensure that all consultation and guidance materials were freely available to participants via a dedicated website. |

DLR consumers (teachers, mainly) are ill-equipped to search for and select DLRs because there is a lack of objective quality criteria and associated purchase support information
Purchasing decisions are often based therefore on factors other than fitness for purpose (eg cost, ease of purchase)
Teachers’ anticipate that they will need to invest substantial time in choosing and then learning how best to use resources. Additionally, many do not feel they have adequate skills to do this efficiently.

Qualified Teacher Status Skills Test Authoring Client: Training and Development Agency for Schools (TDA) AlphaPlus and its partner for this project, BTL, develop and maintain the skills tests in English, mathematics and ICT that the Training and Development Agency for Schools (TDA) administer as a minimum standard to achieve Qualified Teacher Status. AlphaPlus provide the subject matter experts, manage an independent Test Review Group drawn from past and present teaching staff and ITT providers, validate the test coverage, author the tests and evaluate the test performance during the pre-launch trials. BTL take the test scripts and produce on-screen test content for delivery via the TDA test system, as well as managing all current, development and retired test items in an item bank on behalf of the TDA.
The Byron report raised a requirement that e-safety be included as a key element of the ICT tests for QTS status. There was no agreed standard or curriculum for e-safety. AlphaPlus and BTL worked with the TDA, DCSF, and Becta to develop and agree coverage and then refreshed all of the ICT tests to contain and element of e-safety, in contrast to the planned annual refresh of 10% of the test bank. |

The output was a report describing the current technical and operational aspects of the VMS including creation and management of vocabularies, DLR tagging, management and discovery, as well as aspirations and development activity for the service, in addition to looking at similar services elsewhere. AlphaPlus was appointed by the DSA to provide educational consultancy for the driving theory tests (around 2 million tests taken each year) including:
Performance monitoring of testing involving quantitative and qualitative analysis of test and item performance, candidate pass rates, etc.
Construction of test forms of equal weight
Training and advice for authors on question writing
Contribution to the authoring process for multiple choice, case study/scenario, and hazard perception assessments.
Consultancy advice on assessment and e-assessment.
The Driving Standards Agency’s primary aim is to promote road safety in Great Britain, through the advancement of good driving standards. In particular, the DSA conducts theory and practical driving tests for car, motorcycle, bus and lorry driver candidates, and sets the standards for Approved Driving Instructors and Compulsory Basic Training for motorcyclists.

e-APEL consultancy Client: HE@Work The HE@Work consultancy works with blue chip employers to accredit their in-house training schemes to degree level, boosting the recognition of Work Based Learning and learners achievements. A key element in creating personalised learning plans for individuals with significant work based experience is the ‘Accredtation of Prior Experience and Learning’. Whilst a well recognised method in HEIs this is a manual and time consuming activity. AlphaPlus assisted them by investigating means of applying ICT productivity tools to the process for HE@Work. |

Diagnostic Tool Update Client: UFI The UFI Diagnostic tool is used within Learndirect centres to help learners identify their current literacy and numeracy capabilities and work with their tutors to create an effective learning plan for their progression.
An updated tool, was developed with a new algorithm to reduce the time a learner takes to complete the Diagnostic, as well as provide more innovative questions and a revised look and feel to keep the tool looking fresh and modern. Updates to the user interface improved the accessibility of the test to users with a range of visual and navigation needs. |

Initial Teacher Training Initial Assessment Workshops Client: ACER The current suite of initial assessment tools and diagnostic tools used within teacher training are focussed on the school teacher cohort and as such the contexts lack relevance for the FE sector. The tools also do not reflect the diversity of background and career progression that FE teachers typically have. AlphaPlus worked with ACER to develop the framework for an integrated suite of IA, Diagnostic and selfhelp tools in Key skills, starting with ICT. |

Diploma - GCSE review Client: QCA QCA commissioned AlphaPlus to investigate what was seen of intrinsic worth within the Applied GCE A Level and vocational GCSEs, targeting the qualifications sitting in the same curriculum space as the first five diploma lines.

Embedding generic skills Client: Welsh Assembly Government, Department for Education, Lifelong Learning and Skills AlphaPlus was commissioned by the Welsh Assembly Government to research current practice of embedding generic skills via existing learning and training provision in the UK and the rest of the world.
The project focused predominantly on finding examples of recent or current practice and research relating to engendering generic skills via existing government funded education and training provision.
The emphasis was placed on best practice in the UK and overseas to inform thinking on this important skills policy area. The findings from the research provided key messages for Department for Education, Lifelong Learning and Skills (DELLS) and the Department for Enterprise and Innovation Networks (DEIN) in WAG, as well as other partner organisations such as the Basic Skills Agency, the Association of School and College leaders, FFORWM, Careers Wales the Higher Education Funding Council for Wales (HEFCW) and Estyn. |

Mozambique Examination Reform Project Client: Mozambique Ministry of Education and Hamlet Computer Group This project, in partnership with the Hamlet Computer Company, was a major three year contract in the Republic of Mozambique to assist the Ministry of Education (MINED) in the reform of the country's examination system.
In pursuit of its efforts towards poverty alleviation, the Government of Mozambique has put the investment in access to, and the quality of, education at the top of its development priorities. One of the areas regarded as fundamental to this is the improvement of the school assessment and examination system.
The overall objective of the project was to improve the assessment and examination system, and AlphaPlus' role was be to work with MINED to:
• improve the content validity of the examinations, including the introduction of multiple choice tests for grades 11 and 12
• train local teachers in best practice for authoring and editing items
• train local teachers in best practice for the assessment of coursework
• eliminate opportunities for fraud within the system
• accelerate the issue of results
• improve the quality and reliability of information about student achievement
• reduce costs for support activities
• support the creation of an Item Bank, for storage and retrieval of questions and the reconfiguration of the tests. |

Assessment and quality assurance review Client: Association of Accounting Technicians · The Association of Accounting Technicians (AAT) commissioned AlphaPlus to carry out an independent review of its current assessment and quality assurance procedures focusing on whether AAT’s National Vocational Qualification (NVQ) assessment and quality assurance policies and procedures were fit for purpose and comply with the requirements of the regulatory bodies. The review covered:

Extending Entitlement Client: Welsh Assembly Government, Department for Education, Lifelong Learning and Skills The National Assembly for Wales was seeking a means of measuring the impact of its two flagship youth policies, Extending Entitlement and 14-19 Learning Pathways and established the ‘Demonstrating Success’ project as a joint exercise by AlphaPlus and Arad Consulting. AlphaPlus developed a toolkit of assessments to enable the full range of organisations providing services to young people in Wales to measure the distance travelled (based upon the concept of emotional intelligence) by young people as a result of engaging with service providers. The project included the development of peer, self and youth worker assessment tools. The development was based on consultation with a wide range of youth work stakeholders across Wales. |

Warwick University Specialised Diploma Client: Warwick University & QCA Working for Warwick University, AlphaPlus developed a range of assessment and grading proposals for the new Specialised Diploma qualifications. The proposed Specialised Diploma (now just “diploma”) was a complex qualification consisting of a number of components and units. The challenge, in terms of assessment and grading, was to develop a structure that is robust, manageable, transparent and easy to follow. The project included extensive consultation to try to build a consensus on acceptable approaches. |

Innovative Assessment development Client: Council for the Curriculum, Examinations and Assessment (CCEA) AlphaPlus has worked on a number of contracts for CCEA. The focus of these contracts has been the development of a suite of paper-based and electronic assessment instruments for Essential Skills in Northern Ireland. CCEA was keen to move away from what multiple-choice assessment tools used for the Key Skills Qualification, as a result of which AlphaPlus developed a range of assessments that focus on providing "rich feedback": the learners and their teachers are provided with instant, detailed information about the outcome of the assessment, far beyond the usual single mark or letter. Instead, there is information about performance on each question, together with guidance regarding future learning. This degree of information is clearly the sort of formative information that a learner would find useful in compiling and managing portfolio evidence.

Stephen Austin Research Project Client: Stephen Austin Ltd AlphaPlus was commissioned by Stephen Austin and nferNelson to investigate and report on the implications of computerised testing for paper-based assessment in the education sector. We were posed a number of specific questions which, between them, suggested to us that we needed to
• conduct a review of the current relationship between what we will call e-assessment and paper-based assessment
• identify the key features of the technological scope offered by e-assessment and paper-based assessment
• look in some detail at the ways in which each of these forms of assessment may be delivered by awarding bodies
• look at the effects of current policy initiatives, reviews and developments that may affect the nature of the assessment that is being provided
• study relevant implications that changes may have on the nature of the assessment and the nature of learning
and, in relation to all of these, attempt to identify the likely changes that may occur in the foreseeable future. This report follows the pattern of these five areas. |

Embedding Project Client: QCA and DFES Skills for Life Strategy Unit The embedding project is a unique approach to embedding Skills for Life and Key Skills into vocational qualifications and National Occupational Standards. The project was run on behalf of DFES and in partnership with QCA. To achieve the aims of the project AlphaPlus engaged 10 Awarding Bodies and 5 Sector Skills Councils. The first year saw the development of proof-of-concept embedding approaches with a broad engagement with Awarding Bodies and SSCs to develop multiple models for their particular fields of interest.. Year 2 involved piloting and testing of the models and year 3 was about dissemination and sharing the work through conferences and professional networks. |

Convergence Project Client: QCA and DFES Skills for Life Strategy Unit The convergence project was a joint project between AlphaPlus Consultancy, BTL and QCA working for DfES. The project examined various aspects of the convergence of Key and Basic Skills, and Skills for Life, covering the detailed curriculum, guidance material, innovative assessments and funding issues behind the take up of the qualifications. Of particular note was the development of a range of innovative on screen assessments, going far beyond the ‘standard’ multiple choice tests adapted from paper tests previously used. |

Matching Adult Core Curriculum Codes to Adult Standards - Literacy Client: DFES Skills for Life Strategy Unit This small project preceded the larger "Convergence Project" and consisted of a survey of the Adult Literacy Standards and Adult Literacy Curriculum codes. Tables were produced to show overlaps between the curriculum and standards in order to establish where the two converged. The interviews focused on reactions to testing, using the national key/basic skills literacy and numeracy tests. The end product was an edited CD containing the voices of learners and teachers. Additional Assessment Tools Client: DFES Skills for Life Strategy Unit Assessment Tools
This project developed a broad suite of over 50 initial assessment and screening tools for literacy and numeracy up to level 2, in both paper and computer-based format. The computer based tools included innovative adaptive algorithms and made full use of the multimedia capabilities of computer based testing. The project included initial trials of the tools and the tools are now being handed over to the QIA for dissemination and further trialling. The project included significant publishing through subcontractors and consortium management.
Of relevance to DSA is the large quantity of trialling (with hundreds of centres and tens of thousands of learners). The numerical and qualitative data captured from these trials was analysed using a variety of techniques to validate the tools prior to publication. This included adoption of a number of complex methods to support validation of adaptive and rich media tools.

Itembank
The itembank project (www.itembank.org.uk) was undertaken as part of this project and is a live ongoing service for learners developed by AlphaPlus and BTL Group ltd. The itembank contains approximately 10,000 assessment questions drawn primarily from live examinations, metatagged against level, subject and topic. The learner can then access the site and request practice assessments to meet their specific needs, for example, downloading a complete practice examination (a “mock exam”), or shorter tests dealing with specific subjects, sub-topics from the curriculum.
The tests can be provided on-screen with electronic marking, or delivered as pdf files with mark schemes for the learner to print out. The site is widely used by learners as part of their formative work both within their education institution and as private study. |

ABSSU Project 3 Move On Client: DFES Skills for Life Strategy Unit Move On was a national project aiming to share the success of a pilot project in Somerset and developing its approach further. Writing Project Client: DFES Adult and Basic Skills Support Unit This project was commissioned by the Adult Basic Skills Strategy Unit (ABSSU) of the DfES. AlphaPlus was asked to work with teachers to develop and "Adult Skills Writing Kit". The project resulted in a collection of materials built around a number of scenarios: The Health Service; Family Roots; Mobile Phones; Going on Holiday; Just the Job. Each collection of materials included tasks at Entry 2, Entry 3, Level 1 and Level 2 of the adult literacy curriculum. The materials were trialled, refined and vetted by an expert group and warmly welcomed by practitioners. They were never published by the DfES. (2002) |
